Mark Papich, PE, is a senior engineer in the City of Spokane’s Integrated Capital Management Department and is responsible for capital project scoping, funding, and programming the City’s utility projects. Papich has designed and programmed water, sewer, and stormwater capital projects, following projects from inception to completion of construction.
