David R. Smith is the technical director of the Interlocking Concrete Pavement Institute and vice-chair of the committee that developed the national standard, ASCE 68-18, on permeable interlocking concrete pavement. He has researched, designed, built, advised designers and agencies, and written books on permeable pavements since 1978.
