EPA Final 2008 Construction General Permit
On June 30, EPA issued a final 2008 Construction General Permit (CGP) that
covers discharges of stormwater from certain construction sites. Because EPA is
in the process of developing a national regulation (called an Effluent
Limitations Guideline) for the construction and development industry, this
permit contains substantially the same terms and conditions as the 2003 CGP and
has been issued for a two-year time period. The new permit applies only to "new"
construction sites (e.g. those that have started construction on or after June
30, 2008 or those that started previously, but did not obtain permit coverage
