I snapped this after a brief, but heavy rain. This is small construction sites that will not fall under the Phase I or Phase II rules for construction activities, but I think the pictures convey the point. The site was littered with garbage, quick-set bags, and mixing buckets with everything running off the property and down the street. Everything was left on the property were it was used and there was absolutely no effort to clean up before leaving for the day.
